Unfortunately everything pertaining to the spaceship side of Eve Online has been put on an 18 month hold while they work on 2 other projects. I suggest you read this thread and the dev blog that spawned it for more information.

Unfortunately the poster above is one of the idiots interpreting 'We will focus on fixing, optimising, and polishing the space-borne part of EVE Online after the next three development cycles. Until then, the aforementioned will remain a secondary concern as it long has' as 'We're not going to do anything AT ALL to improve your precious internet spaceships for 18 months so nyer'. I suggest you ignore him and his attempt to derail your topic in favour of his stealth whingeing.
That being said, I believe your thread ought have been posted here, in the Features and Ideas Discussion forum. If so, hopefully a moderator will shift it for you soon.
To answer your question at the end, however, Faction Warfare is one of the elements the developers have said they hope to focus heavily on once Incarna 1.0 has been deployed, as well as heavy game balancing and other incomplete elements. Exactly what this will mean, we'll have to wait and see, but I'm sure it can't hurt your putting your ideas up for discussion.
Unfortunately the poster above needs to train "reading dev blog" to at last 2.
Obvious CCP alt is obvious.

Hey m8, I'd be really happy (honestly really happy) to debate the current ****storm with you in a non-public thread. I didn't want to derail this but it happened and to the op I am sorry.
And I too apologize for my flippancy towards you. I admit it was rude. Emotions can make us say/type things we wouldn't otherwise say/type.
And again for the op all I have to say is this: My original reply is 100% valid. Educate yourself and come to your own conclusions.
